I retired from the City and County of San Francisco Human Rights Commission as a Sr. Discrimination Investigator in 2004 and now offer expert witness consultation and related litigation support services in private practice.

QUALIFICATIONS:

   In connection with the $3 billion dollar Master Plan Expansion at San Francisco International Airport, exercised responsibility for the administration of contract compliance programs, including but not limited to implementation of the provisions of the Minority/Women/Local Business Enterprise Ordinance.  Advised departments and commissions on compliance with equal employment opportunity laws, regulations, policies, and procedures. 

    Responsibilities also involved serving in the capacity of agency-wide division manager of the equal opportunity contracting program, including management of other Compliance Officers and administrative support staff performing related duties as required.  As set forth in the San Francisco Administrative Code Chapter 12D, as amended; conducted pre-bid, pre-award and post-award conferences with contractors; project managers, engineers, inspectors, met and conferred with minority groups, unions, and related public and private agencies.  Experience includes over 30 years in investigations of contractor fraud on major capital improvement projects and coordination with federal, state, and local law enforcement agencies.
